Forward Reverse Pedals Problem Getting Max Speed

"Forward and reverse pedals very hard to push. Cleaned and lubricated got better but reverse. Is still hard to push and does not produce max speed. Understand 4310 were improved and I also have a 4410 which works great. Dealer has no answers. Anyone have a service manual covering that problem or a solution."
